Ticket w/ Same Subject - Not Creating New Ticket

osTicket Version: 1.9.14
Mail Fetching/Receiving: IMAP + SSL (Office 365)
PHP version: 5.6.24
Operating System: Server 2012 R2
MySQL Version: 5.5.45

Hi All,

If a user sends two emails with the same subject. The second email will append to the initial ticket and not create a new ticket.
I've attempted to search forums, but haven't been able to find anything.

I did find this.. https://github.com/osTicket/osTicket/issues/991
but, it doesn't give me an answer as to what caused it..

Any help would be appreciated.
