Department transfer asterisk

Hi guys,

Recently i have made the department transfer comment section no required to be filed out. I commented out lines 128-132 as you can see in the second attached image. I wanted to see if it were possible to remove the red asterisk from the web page (picture 1) since this field is no longer required. I'm not sure if this is a HTML thing or what. Any help would be greatly appreciated.
