Email Functionality

Hello Everyone,

Can any one guide me how to restrict creation of new ticket when 'Default System Email' is in cc.

The working is like that:
Whenever an end user sends email through his id to the 'Default System Email' id , a ticket get generated. 

However a new ticket is also getting generated whenever this email id is in cc.I need to restrict this second ticket generation.
