Can't change language

I'm trying to change language to mn(Mongolia). I installed .phar file into my i18n folder. I can see my language option in language list. But i can't change language from Profile->Localization->Preferred Language. When i change preferred language to Mongolia, the site looks as english(not Mongolian).
But when i change primary language from Admin panel to Mongolia, the site looks as Mongolian.
How can i solve this issue ?
