OS Ticket - eMail fetch

Using OS Ticket V1.10

We have enabled incoming email fetch, this is working by auto logging tickets on the cron of 5 minutes.  However, it's working randomly by logging the tickets to any agent at random, sometimes auto closing the tickets and sometimes they remain open.

Is there an easy way to modify how the emails are dealt with, or will this require a 3rd party tool?
