Custom Form Instructions Are Not Displaying

This happened after upgrading from 1.9.14 to 1.10.

I have custom forms with instructions specific to certain ticket types, these custom forms have no fields to fill in I just wanted to add extra instructions for what to put in the ticket details depending on the ticket type. After upgrading to v1.10 (stable) the instructions will not display unless a field is used.

So I did find the field type: Instructions, and I can use that. However, it is a bit cluttered with the required Title and Label to get the instructions to display. And now I leave the Form Instructions blank.

Just wanted to find out if this change was by design or if it was a bug?
