change owner not working? osTicket Version v1.9.12 (19292ad)

I cant change the owner of a ticket. I tried 2 ways:

1. ticket -> more -> change owner
2. ticket -> edit -> change

in both cases there is the change dialog. I can select one of the existing users or create a new one. I press 'add user' button or 'continue' button after changing the user. The popup window will close and nothing has change. :-(

BUT: There is one allready existing user of my own. If I choose that user it works???! It seems that not all users are the same???


btw: may it be usefull to upgrade to v1.10-RC.2? I have so much trouble with v1.9.12 that really disturbing the daily use of it.
