OsTicket doesn't work with other language.

Hi. I have try to install osTicket v1.10 with language pack (polish) but after enter data, choose language and submit instalation button it's crashing with error 500 in browser.
After refreshing site osTickets looks like it's being install  properly but it isn't. In "Open a New Ticket" forms  only available option is "Help Topic". Contact information or Ticket Details isn't there even after choose one of the Help Topics. 
After pressing "Create Ticket" browser give me error 500 again.

I have try to bypass this issue by install v.1.9.x witch polish language and upgrade it to v.1.10 and it works but i can't use osTicket it due to others errors.
Creating New Ticket forms works fine now, but when i log in as an agent i realized that section "Open" in "Agent Panel/Ticket" is gone, so I can't see any tickets at all. 
Only way to view new ticket is to follow the link from email. But even if i am finally able to see new ticket i can't assing  it or change status. Simply the buttons (Change status and Reassign) are gone and the drop down list "Ticket Status" at the bottom of Ticket (in Post Reply section) is defaulty set to "Closed" and i can't change. Even in section Admin Panel/Settings/Tickets/Default Status it's impossible to change that parameter - it's simply empty.
I have try to install osticket witch other language (for ex. german, portuguese) but it's always the same issue. 
I am using SelfHosted osTicket on Windows 7 (32 bit) pro with Xampp v3.2.2
Apache 2.4.25 , PHP 5.6.30

Is it possible to install v1.10 with polish language with all features?
